Job Summary

Under the direct supervision of the Building Safety Director, this exempt, at-will position performs professional, administrative and technical engineering duties for the City of Clovis.


**This position has been classified as a safety sensitive position and is subject to our drug testing policy to include pre-employment, random, reasonable suspicion and post-accident for the following prohibited substances: marijuana, amphetamines, opioids, phencyclidine (PCP), and cocaine, as well as any drug not approved for medical use by the U.S. Drug Enforcement Administration or the U.S. Food and Drug Administration.**

Typical Duties
Reviewing engineering plans for capital improvement projects by evaluating and commenting on engineering plans and specifications and identifying and addressing problems with new construction projects and existing infrastructures.
Reviewing development plans by ensuring compliance with city codes, drainage codes and ordinances, and environmental standards and controls.
Reviewing plans of consulting engineers and contractors.
Providing technical support to construction services during construction projects managed in the design phase.
Making technical engineering decisions and establish technical criteria and standards.
Managing financial planning and budgeting activities by coordinating routing project maintenance tasks such as processing purchase orders, funding transfers and budget increases, approving and preparing pay requests for contractors and overseeing budget adjustments. Pursuing funding through partnerships with private sector and grant mechanisms.
Managing projects by assisting with planning, developing and executing development and infrastructure projects, researching and making recommendations concerning development projects, facilitating pre-construction meetings, working with project engineers, inspectors and contractors to resolve problems, monitoring the progress of strategic objectives and assisting with the department portion of the City Commission’s strategic plan.
Serving as project manager on complex construction projects; administering projects from inception to completion including design, review, public meetings, bidding and construction; developing scopes of work; serving as liaison to City staff, developers, engineers, consultants, the general public, and external agencies on proposed development projects; developing project timelines and setting priorities; assigning work tasks and overseeing the services of consultant staff.
Provides information for master planning, streets and flood control, working closely with the Public Works Department on such projects.
Prepares requests to obtain special funding for road, drainage, reuse, wastewater and landfill improvements from the State and Federal governments and administers the expenditures of such funds.
Performs engineering design and review of City and Public Works projects.
Meets and confers with consulting engineers, the City Commission, Planning and Zoning Commission and other agencies as required.
Studies, recommends and initiates (with Commission approval) wastewater collection and treatment systems improvement projects, solid waste collection and landfill improvement projects, city drainage system improvement projects, and traffic control system improvements.

Minimum Qualifications
Bachelor's degree in Civil Engineering, management, or related disciplines plus five years of increasingly responsible experience involving public works and other municipality engineering projects is preferred.
New Mexico Registration as a professional engineer is preferred or must obtain within one year of employment.

Licenses and Certifications:
Professional Engineer (PE) certification in New Mexico.
Valid driver’s license.
